News: A call for innovative ideas to enliven state sites

The authorities are calling for innovative proposals to transform six state properties and parcels of state land into places that will add vibrancy to the precincts under the first phase of a new programme.

Dubbed Reinventing Spaces into Vibrant Places (RSVP), the programme aims to activate available state-owned spaces across key precincts and transform them into attractive places that add to their charm while benefitting the local community, said Singapore Land Authority (SLA) and the Urban Redevelopment Authority (URA) in a joint release.

It will also serve as a platform for architects, business owners and designers to team up and test creative business concepts.

Two conserved shophouses at 45 Sultan Gate which have been restored by SLA will be the first property to be launched for tender under RSVP.

Tenders will be assessed based on how their proposals can reinforce and complement the area’s unique charm and character, as well as enhance visitor experience via innovative and suitable programming.

For a “more holistic assessment”, bids for 45 Sultan Gate will be given a 50 percent score for the bid price and another 50 percent for the concept’s quality.

The tender for the shophouses will close on 23 July.

Meanwhile, the remaining sites – Bukit Timah Fire Station, 15-31 Hindoo Road, 30 Maxwell Road, Old Kallang Airport and a plot of land at Marina Bay – will be put up for tender progressively.

“As the custodian of State land and properties, SLA strives to optimise available sites in creative ways to benefit the community” said Yap Eai-Sy, Director of Business Planning and Development, SLA.

“Many state properties such as the Old Kallang Airport and Bukit Timah Fire Station along the Rail Corridor are iconic and have a long and rich history. We see opportunities for these sites to be creatively adapted for different uses that can complement and meet the needs of the community.”
